Carmel and her pups were confiscated from a home by Fairfax County because the owner had too many dogs and was allowing them to breed litter after litter. Carmel has just arrived, but her foster mom says she is a very nice, sweet dog. She loves her pups. She is learning house manners and is being housetrained.
